SR2600URBPR with ASR26XXFHLPR five slot active riser do not recognize five PCIe v2.0 x2 cards based on Marvel 9230 chipset

Server stops diagnostics with 0x51code on diag leds - Allocating resources to PCI buses..

I take out the two cards - no problem..

I tried to put in two PCIe x4 intel network server cards instead controllers - the same situation - 0x51 code..
